Standardized Tests & Cognitive Ability

"Cognitive ability predicts academic achievement, but academic achievement does not predict cognitive ability."

 So what exactly are we testing for? Surely, the aim is to test for cognitive ability right? But if research shows this is inaccurate, then we are at an impasse. The key is to find out what other factors influence academic achievement.
